Among the resources of Great Britain to which she is mainly indebted for her pre-eminence as a manufacturing nation, and without which she would not have been able to make anything like the progress she has made, or to bid defiance to foreign competition as she may always do, are her mines of coal and iron. The total produce of all the British ironworks was found, after a careful estimate, to be, in 1823, 442,066 tons; in 1825, 581,367 tons; in 1828, 653,417, and in 1830, 702,584 tons. In 1844 the quantity reached 1,500,000 tons. The quantity of tin produced in England in 1820 was 3,578 tons; in 1834 it was 4,000 tons. In addition to the quantities used at home, there was a considerable exportation of tin plates, the value of which in 1820 was about 161,000, and in 1840 it was more than 360,000. The produce of the copper mines in Cornwall was much greater than that of the tin mines; for while in 1820 it was only 7,364 tons, it had increased in 1840 to 11,000 tons. The increase during 60 years had been threefold, and the value annually raised exceeded 1,000,000 sterling. In the year 1820 the quantity of coals shipped from the port of Newcastle was more than 2,000,000 tons. In the year 1840 it had increased to nearly 3,000,000. From the port of Sunderland the quantity shipped in 1820 was considerably more than 1,000,000. In 1840 it was 1,300,000 tons. Large quantities were also shipped from the port of Stockton. The chief coal districts have naturally become the chief manufacturing districts; and as the coal is on the spot, it is impossible to estimate the quantities consumed in working the factories in Lancashire, the West Riding of Yorkshire, Nottingham, Derby, Birmingham, Wolverhampton, Leicester, Coventry, and Staffordshire. The town of Sheffield alone, it was estimated in 1835, required for manufacturing purposes about 515,000 tons of coals. Dr. Buckland, in his address to the Geological Society, in 1840, stated that "the average value of the annual produce of the mines of the British islands amounts to the enormous sum of 20,000,000, of which about 8,000,000 arises from iron, and 9,000,000 from coals."[See larger version]On the 13th of February the Opposition in the Commons brought on the question of the validity of general warrants. The debate continued all that day and the next night till seven o'clock in the morning. The motion was thrown out; but Sir William Meredith immediately made another, that a general warrant for apprehending the authors, printers, and publishers of a seditious libel is not warranted by law. The combat was renewed, and Pitt made a tremendous speech, declaring that if the House resisted Sir William Meredith's motion, they would be the disgrace of the present age, and the reproach of posterity. He upbraided Ministers with taking mean and petty vengeance on those who did not agree with them, by dismissing them from office. This charge Grenville had the effrontery to deny, though it was a notorious fact. As the debate approached its close, the Ministers called in every possible vote; "the sick, the lame were hurried into the House, so that," says Horace Walpole, "you would have thought they had sent a search warrant into every hospital for Members of Parliament." When the division came, which was only for the adjournment of Meredith's motion for a month, they only carried it by fourteen votes. In the City there was a confident anticipation of the defeat of Ministers, and materials had been got together for bonfires all over London, and for illuminating the Monument.   • ONE:Before pursuing the immediate story of Buonaparte and his pursuers from the North, we will narrate the progress of Lord Wellington during this year. It was a favourable circumstance for him that, although he continued to receive no little trouble, impediment, and discouragement from the proud and thankless Spaniards, the turn of affairs in the North compelled Napoleon to withdraw some of his best troops and his best general from that country to aid him in his new campaign against Russia, Sweden, and Germany. He had altogether two hundred and seventy thousand men in Spain, in one quarter or other, to oppose the small Anglo-Spanish army in the south, and the miscellaneous army under Lord Wellington, amounting only to about seventy thousand men. He therefore withdrew one hundred and fifty skeletons of battalions from Spainamounting, nevertheless, to only about twenty thousand menas a means of disciplining his young conscripts. What was of far more consequence, he withdrew Soult, the only general that occasioned Wellington much trouble. The nominal Commander-in-Chief of the French armies in Spain was King Joseph, but the real commanders were Marshal Jourdan and Generals Clausel and Foy in the north, General Reille at Valladolid, Drouet at Madrid, and Suchet at Toledo.Napoleon, seeing that Bernadotte was become King of Sweden contrary to his secret will and to his expectations, determined, however, that he should still serve him. He gave him no respite. He demanded incessantly, and with his usual impetuosity, that Bernadotte should declare war against Great Britain and shut out of the Baltic both British and American merchandise. Alexander regarded him first with suspicion but his spies soon dissipated his fears. They soon perceived that Bernadotte was not disposed to be at once master of a powerful kingdom and the vassal of France. Alexander made offers of friendship; they were accepted by Bernadotte with real or affected pleasure, and his course became clearer. THREE:On the 12th of February, 1823, the President of the Board of Trade said, in his place in Parliament:"The general exports of the country in the four years from 1815 to 1819 had decreased 14,000,000 in official value; and he took the official value in preference to the declared, because it was from the quantity of goods produced that the best measure was derived of the employment afforded to the different classes of the community. In the year from the 5th of January, 1819, to the 5th of January, 1820, the exports of the country fell off no less than 11,000,000; and in looking at that part of it which more completely embraced British or Irish manufacture, he found that the difference in four years was 8,414,711; and that in the year from the 5th of January, 1820, to the 5th of January, 1821, there was a decrease of 8,929,629. Nobody, therefore, could be surprised that, at that period, the industry of the country appeared to be in a state of the utmost depression; that our manufacturers were most of them unemployed; that our agriculturists were many of them embarrassed; and that the country, to use the phrase of a friend of his in presenting a petition from the merchants of London, 'exhibited all the appearances of a dying nation.' Though the condition of the agricultural interest was not as favourable as he could wish, still it was most satisfactory for him to state that not only did the exports of last year [1822] exceed those of all the years to which he had been alluding, but also those of the most flourishing year which had occurred during the continuance of the war. In all material articles there had been a considerable increase. The export of cotton had increased ten per cent., and hardware seventeen per cent.; of linens twelve per cent., and of woollens thirteen per cent.; and the aggregate exports of 1822 exceeded those of 1820 by twenty per cent., and of 1821 by seven per cent., notwithstanding a deduction was to be made from the exports of one great article, sugar, owing to a prohibitory decree of Russia, amounting to thirty-five per cent." The result of this prosperous state of things was that, in 1823, the new Chancellor of the Exchequer was enabled to present the best and most popular Budget that had been laid before Parliament for many years, remitting a large amount of taxes that had pressed most heavily on the springs of industry, and inflicted the greatest amount of inconvenience and privation upon the people. The revenue of the nation in that year was 57,000,000, and the expenditure was estimated at 49,672,999, leaving a surplus of upwards of 7,000,000. Of this surplus, 5,000,000 was set aside for the reduction of the National Debt, and the remainder for the remission of taxes. As the assessed taxes were most oppressive, they were reduced fifty per[239] cent., a reduction which was estimated on the window tax alone at 1,205,000. On the whole, the assessed taxes were reduced by 2,200,000. This included 100,000, the total amount of assessed taxes in Ireland. In England the whole of the window tax was removed from the ground floors of shops and warehouses.

FORE:Yet, looking at Spain from a mere momentary point of view, its condition was sad enough. Saragossa had undergone a second siege, in which the inhabitants had again made a brilliant stand, and caused the French much loss and suffering, though compelled at length to surrender. The battle of Oca?a, in November of 1809, had been lost by Areizaga, and left Spain without a single considerable army. During the latter part of the same year, General Reding, the patriotic Swiss general, had been defeated at Valls. Blake had sustained two heavy defeats near Saragossa and Belchite, with the loss of the greater part of his artillery and men. Gerona had withstood a desperate siege, but was compelled to capitulate on the 10th of December. Tarragona and Tortosa had suffered the same fate. In some of these towns the Spaniards had not yielded till they had killed and eaten their horses and mules.

FORE:General Kleber, whom Buonaparte had left in command of the Egyptian army, was an excellent officer, and he had improved the condition of the forces there. Instead of the French army in Egypt being weaker than when Buonaparte left it, it was much stronger. In 1800 Kleber was attacked at the fort of El Arish, in the Desert, by a strong Turkish force, supported by the British squadron under Sir Sidney Smith. Being defeated, he agreed to a convention, by which he promised to evacuate Egypt, on condition of his army being allowed to return unmolested to Europe; but no sooner were these terms communicated to the British Government than they disavowed them, declaring that Sir Sidney had no authority to propose them. Kleber, therefore, resumed hostilities and returned towards Cairo; but being attacked by the Turks, he fought and routed them with great slaughter, on the 20th of March, 1800, near the ruins of the ancient city of Heliopolis. The Moslems of Cairo, encouraged by Murad Bey, who still hovered about with his Mameluke cavalry, rose on the French there, and massacred such as could not escape into the citadel. Kleber hastened to Cairo, relieved the forces in the citadel, and entered into a truce with Murad Bey, but whilst thus busily engaged he was assassinated by an[483] Arab, who declared he was commissioned by Allah to free the country of the infidels. The command was taken by Menou, whose administration of the army and general affairs was far inferior to that of Kleber. At the time that matters were changing thus for the worse, amongst the French, Dundas, now Lord Melville, urged upon Ministers the good policy of sending an army to Egypt and compelling the surrender of the French. He contended that, whilst one army was sent from Britain, another should be brought across the Persian Gulf from India, and success made certain. The plan was much too bold, even for Pitt; and the king opposed it energetically, as "a dangerous expedition against a distant province." But the danger of having this French army transferred to Europe at some critical momentas it would have been had the Convention of El Arish been carried out, by which these twenty thousand seasoned men could have been landed in Italy to act against Suvaroffat length brought the British Ministry to dare the attempt.

THREE:The same day it was carried by the Home Secretary to the House of Lords, accompanied by an unusual number of members. In introducing the measure in the Upper House the Duke of Wellington spoke with great force, and with all the directness and simplicity for which he was remarkable. THREE:[See larger version]The king, in his speech on opening Parliament, mentioned the fleets which we had dispatched to the West Indies and South America, and his determination to continue those armaments so as to bring Spain to reason. He professed to rely with confidence on our allies, although we had scarcely one left, whilst in the same breath he admitted the no longer doubtful hostility of France[74] at the very moment that our only allynamely, Austriawas calling on us for assistance, instead of being able to yield us any, should we need it. On the proposal of the address, the Opposition proceeded to condemn the whole management of the war. The Duke of Argyll led the way, and was followed by Chesterfield, Carteret, Bathurst, and others, in a strain of extreme virulence against Walpole, calling him a Minister who for almost twenty years had been demonstrating that he had neither wisdom nor conduct. In the Commons Wyndham was no longer living to carry on the Opposition warfare, but Pitt and Lyttelton more than supplied his place.

TWO:For this Keppel was much blamed, as it was considered that the papers might have been made out in order to deceive him. The number of the French fleet, however, soon proved to be correct, for, during Keppel's absence, it sailed out of Brest, under the command of Admiral D'Orvilliers. Keppel, returning with his squadron augmented to thirty vessels of the line, found D'Orvilliers out at sea, and the Lively, twenty-gun brig, which he had left to watch the motions of the French, surprised by them in a fog, and captured. On the 27th of July Keppel came up with D'Orvilliers off Ushant, and instantly gave battle. The two fleets passed each other on different tacks, keeping up a furious cannonade for two hours. Keppel then signalled his second in command, Sir Hugh Palliser, to wear round and renew the attack; but Palliser had received so much injury, that he could not or did not obey the signal. Keppel, therefore, bore down to join Palliser's division, and formed afresh for the fight. But by this time D'Orvilliers was making for Brest as fast as he could, claiming a victory. Night came down, and the next morning the French fleet was nearly out of sight. On this, Keppel returned to England to refit, much out of humour with Palliser.During the absence of Major-General Smith Lord Lake maintained the bombardment of the fortress of Bhurtpore. As Holkar continued to hover near with a large body of cavalry, Lord Lake went in quest of him, and coming up with him, now again joined by Meer Khan and some bands of Pindarrees, he gave him a most crushing defeat on the 2nd of April, and drove him across the Chumbul river. On this, the Rajah of Bhurtpore consented to treat; and, on the 2nd of April, he agreed to surrender the fort of Deeg to the British till such time as they were satisfied of his fidelity; to renounce all connection with the enemies of Britain; to pay by instalments twenty lacs of Ferruckabad rupees; to surrender a portion of his territory, and deliver one of his sons as a hostage for the fulfilment of his engagements. This was settled on the 10th of April, and on the 21st Lord Lake went in quest of Scindiah and Holkar, who had united their forces. At his approach they retreated towards Ajmere. As the rainy season was approaching, Lord Lake returned, and quartered his troops at Agra, Muttra, and neighbouring towns. Lord Wellesley was now superseded in the government of India by Lord Cornwallis, who was averse from the system of extensive annexation which Lord Wellesley had pursued. But his own health was failing, and as he ascended the country in order to confer with Lord Lake on his future policy, he died at Ghazee-pure, near Benares, having returned to India only three months. Sir George Barlow assumed the direction of affairs till the appointment of a new Governor General; and as Lord Lake was of opinion that there could be no security till Holkar and Scindiah were driven over the Indus, it was resolved to carry out that object. Scindiah, however, came in and made peace, and Holkar went northward, boasting that he would cross the Indus, and then return with a new avalanche of Sikhs and Afghans, and sweep away the British forces. But the Sikhs, who wished both him and us away, refused all aid to Holkar, except to mediate for him. Even then he hung back, and made great difficulties about the conditions; but Lord Lake at last informed him that unless the treaty were signed by a certain day, he would cross the Sutlej and advance to attack him. This brought him to, and on the 7th of January, 1806, the treaty was duly signed by him. By it Holkar renounced all claims on Poonah and Bundelcund, and, indeed, on any territory on the northern bank of the Chumbul, as well as all claims on the British Government and its allies. On her part, Britain agreed to restore to him, eighteen months after the treaty, Chandore, Galnauh, and other forts and districts south of the Taptee and Godavery, provided he fulfilled his engagements, remained peaceful, and did not molest the territories of the Company and its allies. By the treaty with Scindiah, which was completed on the 23rd of November, that of Surjee Anjengaum, made by General Wellesley, was confirmed: to restore to him Gwalior and Gohud, with the right to resume them in case he violated the treaty. The river Chumbul was made his boundary. In exchange for certain jaghires, amounting to fifteen lacs of rupees annually, which had been granted to some of his officers by the former treaty, he received an annual pension of four lacs of rupees for himself, a jaghire, worth two lacs of rupees, for his wife, and another, worth one lac, for his daughter. As for his father-in-law, Surjee-Row-Gautkaa man most hostile to the British, and who was supposed to have stimulated both Scindiah and Holkar to their late warhe was bound, like Holkar, not to admit him again to his counsels or service. No interference was made with his conquests between the rivers Chumbul and Taptee, nor with his arrangements with his tributary chiefs in Mewar and Marwar; but, on the other hand, he was required not to take into his service any Europeans, without consent of the British. French officers, indeed, who had served under M. Perron, were found to have directed the defence of the hill forts in this campaign, greatly to our damage.

FORE:Great Britain, which had made some show of restoring the legitimate prince, soon became satisfied that Bernadotte would lean to its alliance. Meanwhile Alexander of Russia displayed more and more decided symptoms of an intention to break with France. He hastened to make peace with the Turks, and to pour his sentimental assurances into the ear of Count Stadingk, the Swedish ambassador. As he called God to witness, in 1807, that he had no wish to touch a single Swedish village, so now he professed to be greatly troubled that he had been obliged to seize all Finland. "Let us forget the past," said the Czar. "I find myself in terrible circumstances, and I swear, upon my honour, that I never wished evil to Sweden. But now that unhappy affair of Finland is over, and I wish to show my respect to your king, and my regard for the Crown Prince. Great misfortunes are frequently succeeded by great prosperities. A Gustavus Adolphus issued from Sweden for the salvation of Germany, and who knows what may happen again?" And he began to unveil his disgust at the encroachments of Buonaparte. "What does he mean," he said, "by his attempt to add the north of Germany to his empire, and all its mercantile towns? He might grasp a dozen cities of Germany, but Hamburg, Lübeck, and Bremen'our Holy Trinity,' as Romanoff saysI am weary of his perpetual vexations!" The result was the offer of Norway to Sweden as the price of Bernadotte's adhesion to the proposed alliance. Great Britain also offered to Sweden as a colony, Surinam, Demerara, or Porto Rico.Notwithstanding these addresses and the confident tone of the Queen's Speech, the Funds fell, and there was general dissatisfaction at the conditions of the proposed pacification. In order to stimulate the proceedings and excite a jealousy of the Dutch, St. John professed to discover that they were themselves secretly negotiating with France, and urged that, if we did not take care, they would have the management of the negotiations and not her Majesty. Lord Strafford hastened back to the Hague, and from thence to Utrecht, where he proposed a cessation of arms, which was rejected by the Allies. He then went on to the army, where the Duke of Ormonde was in a situation of the utmost difficulty. He had received orders from Government, in consequence of the clamour in Parliament, to support Prince Eugene at the siege of Quesnoy, which he had invested on the 8th of June, and accordingly he had appeared before the place with such forces as threatened speedily to reduce it. At the same time he had received from the Marquis de Torcy a copy of the articles of peace signed by him, and from the Marquis of Villars the most bitter remonstrances on his conduct, which he did not hesitate to declare most perfidious and disgraceful. On the other hand, Prince Eugene, who did not find the English forces, notwithstanding their presence, rendering any active service, was equally irritated by his proceedings. Ormonde could but reply to each party that such were his orders, and leave the Government to bear the ignominy of it. To extricate themselves from the just censures on this dishonourable policy, St. John instructed Ormonde to demand from Villars the surrender of Dunkirk, which, it was asserted, must be put into the hands of the queen's troops, as a pledge that France would perform all that she had promised, before there could be a cessation of hostilities.

At street level we strive to meet the immediate needs of children at risk on the streets and platforms of India today. We have created a number of ‘child friendly stations’ with the help and engagement of the people who work at them, who now look out for and help children alone and at risk.

FORE:The audacity of Buonaparte still further excited the indignation of the British Government. Under the name of consuls, he sent over to England and Ireland a number of military officers, whose real business was to act as privileged spies, to prepare plans of all the chief ports, with soundings, and an exact account of the winds with which vessels could go out or come in with most ease, and also at what draught of water the harbours might be entered by large vessels. These agents had been instructed to maintain the utmost secrecy as to their real objects, but they became known, and Ministers announced that any person coming in such a character to this country should be ordered instantly to quit it. Neither was the temper of the nation at all improved by the irritating proceedings of the French authorities on the coasts of France. A law had been passed by the Jacobins, in the most rabid time of the Revolution, condemning any vessel under a hundred tons burden found within four leagues of the French shores, having on board British merchandise. It was taken for granted that this decree was virtually annulled by the Peace of Amiens; but repeated seizures were now made of British merchant vessels driven by stress of weather on the French coasts, and the mere fact of having plates, knives, and forks for the crew, of British make, was used as a plea for confiscation of ships. It was in vain that remonstrances were made to the First Consul: they passed without notice. Such a peace it was evident could not last long. Napoleon was in a mood to brook no control from any quarter; he at this time showed how completely he would crush any creature who offended him when he had the power.

At community level we work to make children on the streets visible to society and to help people understand the issues that cause children to run away and that face them on the streets and on the platforms. We invest time and skills in preventative intervention, with the aim of creating ‘safety nets’ within communities to catch children who are at risk of running away before they do so.

THREE:Notwithstanding these checks at Emsdorf and Warburg, the French obtained possession of G?ttingen and Cassel. Ferdinand attempted, but in vain, to dislodge them from G?ttingen, and the hereditary Prince, attempting to surprise the Marquis de Castries at Wesel, was repulsed with a loss of one thousand two hundred men at Closter-Campen, near that town, and was compelled to retreat. This closed the campaign, and the French took up their winter quarters at G?ttingen and Cassel.The unfortunate king was obliged to submit, and retain his present incompetent Ministers. These incompetent Ministers, on their part, now believing themselves indispensable, became at once proportionably assuming, and even insolent, in their demands. Grenville and Bedford put several direct demands to the king as the conditions even of their condescending to serve him: that he would promise to have no further communications with Lord Bute, nor to allow him the slightest share in his councils; that he would dismiss Bute's brother, Mr. Mackenzie, from the office of Privy Seal of Scotland, and from the management of Scottish affairs; that he would dismiss Lord Holland from being Paymaster of the Forces, and appoint Lord Granby Commander-in-Chief. The king, after some demur, submitted to all these conditions, except the appointment of Lord Granby, and escaped that only by Granby himself declining the post. George submitted, because he could not help it, to these imperious conditions; but he inly resented them, and did not avoid showing it by his coldness towards both Bedford and Grenville. At this, the haughty Bedford took fire, and read the king a severe lecture before leaving town for Woburn. He complained of the king showing kindness to the enemies of the administration; and demanded whether the king had kept his promise not to consult Lord Bute.
TWO:"On account of the gravity of the question," says Sir Robert Peel, "and the smallness of the minority assenting to my views, I might perhaps have been justified in at once relinquishing office; but after mature reflection, considering that the rejection of my proposals was not a peremptory one by all of those who for the present declined to adopt them, that additional information might materially abate the objections of many, and that the dissolution of a Government on account of differences on such a matter as that under consideration must cause great excitement in the public mind, I determined to retain office until there should be the opportunity of reconsideration of the whole subject. That opportunity would necessarily recur at the latter end of this current month (November), when it was agreed that the Cabinet should again assemble. In determining to retain office for the present, I determined also not to recede from the position which I had taken, and ultimately to resign office if I should find on the reassembling of the Cabinet that the opinions I had expressed did not meet with general concurrence. I determined also, in order to guard against the mischievous consequences of failure in such an undertaking, not to attempt the adjustment of the question at issue unless there should be a moral assurance of ultimate success. It was most painful to me to differ from colleagues with whom I had hitherto acted in uninterrupted harmony, for whom I had sincere personal regard, and cordial esteem and respect founded on an intimate knowledge of their motives and conduct in the discharge of their respective duties."
TWO:But amid the discouragements of monetary legislation, which showed that it would require a determined contest to compel Ministers to retrench, there were symptoms of a spirit of legal and social reform amongst Parliamentary men generally which augured the approach of better times. Mr. Sturges Bourne obtained the passing of his long-advocated Poor Law Bill; but Bills for regulating settlements, and for preventing the misapplication of the poor rates, were thrown out. A Bill was passed to regulate the treatment of children in cotton factories, and to limit the hours of their employment. Mr. Brougham's Act for inquiry into the charitable foundations of England was extended, with the support of Government, so as to apply to educational as well as to all kinds of charities, except such as had special visitors, or were maintained by private subscriptions. Sir James Mackintosh also took up the humane track of labour occupied so nobly by the late Sir Samuel Romilly. On the 2nd of March he moved for the appointment of a select committee to take into consideration the subject of capital punishment as regarded felonies. This was eminently needed, for the penal laws during the reign of George III. were truly Draconian. Notwithstanding a strong opposition by Ministers, the motion was carried, amid much cheering, and on the 6th of July Sir James Mackintosh introduced the report, which[146] was ordered to be printed. Government, as if to wipe out their disgrace in resisting so humane a measure, now proposed an inquiry into the condition of gaols and other places of confinement, and into the best method of employing and reforming delinquents during their imprisonment. Some reforms were made in Scottish law. The old rights of trial by battle, and of appeals of murder, felony, or mayhem, were abolished as rendered unnecessary by the full exercise of the institution of jury, and as belonging only to a barbarous age. The severity of the Scottish law against duels was mitigated, that law pronouncing forfeiture of all movable property, and banishment against all persons sending, or even carrying, a challenge to fight a duel. The principle of that law was sound, but its severity was its own defeat. A more questionable Bill was one carried, after much opposition, called the Foreign Enlistment Bill, which was intended to check the aid of Englishmen in assisting the Spanish South American colonists in throwing off the oppressive government of the mother country. Numbers of Englishmen were engaged on the side of independence, and this Bill was vainly intended to put an end to that generous aid.
TWO:The disorganised state of Ireland, occasioned by the famine and the enormous system of public relief which fostered idleness and destroyed the customary social restraints that kept the people in order, naturally led to much outrage and crime in that country. At the close of the ordinary Session of 1847, the Parliament, which had existed six years, was dissolved. The general election excited very little political interest, the minds of all parties being concentrated upon the terrible famine in Ireland, and the means necessary to mitigate its effects. The first Session of the new Parliament commenced on the 18th of November. Mr. Shaw-Lefevre was re-elected Speaker without opposition, some leading Conservatives expressing their admiration of the impartiality and dignity with which he had presided over the deliberations of the House. The Royal Speech was delivered by commission. It lamented that in some counties in Ireland atrocious crimes had been committed, and a spirit of insubordination had manifested itself, leading to an organised resistance to legal rights. Parliament was therefore requested to take further precautions against the perpetration of crime in that country; at the same time recommending the consideration of measures that would advance the social improvement of its people. In the course of the debate on the Address the state of Ireland was the subject of much discussion; and on the 29th of November Sir George Grey, then Home Secretary, brought in a Bill for this purpose. In doing so, he gave a full exposition of the disorganised state of the country. He showed that "the number of attempts on life by firing at the person, which was, in six months of 1846, 55, was in the same six months of 1847, 126; the number of robberies of arms, which was, in six months of 1846, 207, in the same six months of 1847 was 530; and the number of firings of dwellings, which in six months of 1846 was 51, was, in the same six months of 1847, 116. Even this statement gave an inadequate idea of the increase of those offences in districts which were now particularly infested by crime. The total number of offences of the three classes which he had just mentioned amounted, in the last month, to 195 in the whole of Ireland; but the counties of Clare, Limerick, and Tipperary furnished 139 of themthe extent of offences in those counties being 71 per cent. on the total of offences in Ireland, and the population being only 13 per cent. on the whole population of Ireland." It was principally to those counties that his observations applied; but as the tendency of crime was to spread, they must be applied in some degree also to King's County, Roscommon, and part of Fermanagh. The crimes which he wished to repress were not directed against the landlord class alone, but against every class and description of landowners. Their ordinary object was the commission of wilful and deliberate assassination, not in dark or desolate places, but in broad daylightof assassination, too, encouraged by the entire impunity with which it was perpetrated; for it was notorious that none but the police would lend a hand to arrest the flight, or capture the person, of the assassin.
TWO:These arrangements having been made, the sovereigns of Russia and Prussia came over to London on a visit to the Prince Regent, and to take a look at that wonderful capital which had poured out such torrents of gold to bring up their armies to Paris. With them came the Duchess of Oldenburg, the sister of the Czar, the two sons of the King of Prussia, and a great number of the victorious field-marshals, generals, princes, dukes, barons, and the like. But the two grand favourites of the people were Platoff, whose Cossacks had charmed the British people so by their wild prowess, and the bluff old Marshal Blucher. This was a hero exactly after the British heartblunt, uncompromising, and, like the British, never knowing when he was beaten.In the eyes of the Conservatives the League was now the great cause of the political ferment that had spread throughout the land. In the Quarterly Review for December a long and elaborate indictment had been published against that body, and all who were in any way connected with them, in which it was attempted to show that the means by which the League sought to attain their objects were of the worst kind. The writer of the article hinted that the League's system of levying money for the avowed purpose of forcing Parliament to alter the law of the land was criminally punishable. A Mr. Bailey had stated, at one of the League meetings, that he had heard of a gentleman who, in private company, had said that if one hundred persons cast lots, and the lot should fall upon him, he would take the lot to deprive Sir Robert Peel of life. The teller of this injudicious anecdote added, that "he felt convinced that no such attempt ought to be made under any pretence whatever; but he was persuaded of this, that when Sir Robert Peel went to his grave there would be but few to shed one tear over it." The speaker was a minister of the Gospel, and there could be no doubt that he intended his anecdote only as an illustration of the frenzy to which some persons had been wrought by the political circumstances of the time; but this fact circulated by the great Tory organs, together with all the most violent and excited passages which could be found in the innumerable speeches delivered at League meetings, and in the pamphlets and other publications of that body, tended to create a vague horror of the Leaguers in the minds of that large class who read only writers on that side which accords with their own views.

THREE:CHAPTER VI. PROGRESS OF THE NATION FROM THE REVOLUTION TO 1760.Though a declaration of war had been issued both against France and Holland, there had been none against Spain. But Ministers hearing that a strong Spanish armament was being equipped in the port of Ferrol, and that French soldiers were expected to join and sail in it, despatched Captain Graham Moore, the brother of Sir John Moore, with four frigates to intercept four Spanish treasure-ships. The proceeding was certainly high-handed, but Ministers were justified by their knowledge that Spain paid subsidies to France. Why do children end up on the streets?

Children end up on the streets for a mixture of reasons, though poverty is usually at the heart of the problem. In the countries where we work, conflict and poverty combine to force children onto the streets. In many cases a child's family can no longer afford to care for them properly or may need their help to supplement the family income and help put food on the table.

[See larger version]Perhaps there is no cause from which Ireland has suffered more than from misrepresentations. Nowhere have the want of discrimination, and due allowance for the extravagant exaggerations of vehement partisans, been more pernicious. There were in the reign of George IV. no evils in Ireland which would not have yielded to the action of just and impartial government, removing real grievances, and extending to the people, in a confiding spirit, the blessings of the British Constitution, in the spirit of Lord Wellesley's administration. He had to contend, indeed, with peculiar difficulties. Ireland shared largely in the general distress of the United Kingdom, occasioned by the contraction of the currency, and the consequent low prices of agricultural produce. He found a great portion of the south in a state of licentiousness, surpassing the worst excesses of former unhappy times; he had to deal with dangerous and secret conspiracies in other parts of the country. He applied the energies of his powerful mind to master these complicated difficulties in the spirit of conciliation which had been enjoined in the king's instructions. He explored every dangerous and untried path, and he laboured diligently, by the equal administration of the laws, to promote peace and happiness among all classes of the people. He succeeded to a great extent in accomplishing the object of his administration. Mr. Plunket, the Irish Attorney-General, in his speech on unlawful societies, in the House of Commons, in February, 1825, described the country as in a state of peace and prosperity. She had been enabled, by the noble lord at the head of the Government, and by the measures which he had matured, to enjoy the blessings which were the offspring of internal tranquillity. Those measures had been properly administered, and public confidence had been in consequence restored. "It was a great blessing," he said, "it was a most gratifying object, to behold that country now floating on the tide of public confidence and public prosperity. She was lying on the breakers, almost a wreck, when the noble marquis arrived; and if he had not taken the measures which have been so successfully adopted, she never could have floated on that tide of public prosperity."Some of the writers of the last period were still existing in this. Dryden was living, and wrote some of his most perfect works, as his "Fables," and his "Alexander's Feast," as well as translated Virgil after the Revolution. He was still hampered by his miserable but far more successful dramatic rivals, Shadwell and Elkanah Settle. Nathaniel Lee produced in William's time his tragedies, "The Princess of Cleves," and his "Massacre of Paris." Etherege was yet alive; Wycherley still poured out his licentious poems; and Southern wrote the greater part of his plays. His "Oronooko" and his "Fatal Marriage" were produced now, and he received such prices as astonished Dryden. Whilst "Glorious John" never obtained more than a hundred pounds for a play, Southern obtained his six or seven hundred.Grenville, being on the look-out for new taxes, had paid particular attention to the rapid growth of the American colonies, and was inspired with the design of drawing a revenue from them. The scheme had been suggested to Sir Robert Walpole, when his Excise Bill failed, by Sir William Keith, who had been governor of Pennsylvania; but Sir Robert had a far deeper insight into human nature than the shallow and obstinate Grenville. He replied, "I have already Old England set against me, and do you think I will have New England set against me too?"
